Background & National Information


In July 2005 the Government launched its Green Paper, and the subsequent Youth Matters Next Steps (2006) requiring local authorities through children's trust arrangements to create a more responsive and Integrated Youth Support Service (IYSS).


Youth Matters set out proposals designed to improve outcomes for 13 to 19-year olds.  It proposed that young people should have:
1.  More things to do and places to go in their local area, and more choice and influence over what is available. (Provision of Positive Activities)
2.  More opportunities to volunteer and to make a contribution to their local community. (Active involvement of young people in shaping, providing and reviewing services and opportunities)
3.  Better information, advice and guidance about issues that matter to them, delivered in the way they want to receive it. (Provision of information, advice and guidance)
4.  Better support when they need extra help to deal with problems. (The provision of Targeted Youth Support)


Recent legislation therefore requires all Local Authorities in England to secure an Integrated Youth Offer for 13-19 year olds (and up to 25 if they have learning difficulties or disabilities).
